Arizona man charged in 1992 slaying linked by DNA to Ohio truck-stop killings

An Arizona man recently indicted in a 1997 Ohio rape case has been linked through DNA to the unsolved slayings of four women at truck stops in Ohio and Illinois, authorities say.

That a potential serial killer was trolling truck stops along interstate highways crisscrossing Ohio was first revealed 28 years ago in a series of Dispatch stories.

Samuel Legg III, 49, was indicted Thursday in Mahoning County on aggravated murder and other charges for the slaying of a 43-year-old Sharon Kedzierski, whose body was found at a truck stop outside Youngstown in 1992. A coroner ruled that Kedzierski died of blunt force trauma to the head, face and chest.

Legg pleaded not guilty earlier Thursday in Medina County to two rape counts for the sexual assault of a 17-year-old girl. He was extradited to Ohio from Arizona last month. A judge ordered that Legg, a former long-haul truck driver with what authorities say is a history of mental illness, be evaluated to determine if he is competent to stand trial.

Legg’s attorney declined to comment after Thursday morning’s hearing.

The first stories about a truck-stop killer were written in 1991 by Michael J. Berens, who was then a Dispatch investigative reporter. He later went on to win a Pulitzer Prize and now reports for the Thomson Reuters.

On a tip and a hunch, Berens found news stories and police reports that showed similarities in the slayings of eight women in Ohio and four in four other states from 1985 to 1990. Most suffered blunt-force trauma to the face, and most of their bodies were dumped along an interstate.

After The Dispatch published a series of stories by Berens, authorities put together a 13-agency Interstate Homicide Task Force.

Gerry Billy, who was Licking County Sheriff at the time, led the task force, and after an initial flurry of tips and investigations, public interest waned. But Billy was confident that justice would be served.

“I’m the eternal optimist,” he said in 1991. “I still believe we will come up with something.”

One of the bodies was found in his jurisdiction — at the rear of a truck stop at I-70 and Rt. 37. The victim was wearing only panties. The rest of her clothes were missing. She was beaten by a blunt object across the face and neck.

She is buried in an unmarked grave on a grassy hill, one that goes easily unnoticed at Spring Grove Cemetery. Known only as Jane Doe, her death is as veiled as her life.

Authorities said in 1991 that semen was collected from at least five of the victims and could be matched to a suspect, assuming they engaged in intercourse or were raped by the killer.

Berens wrote at the time that “a suspect may someday be linked to the homicides by DNA testing.”

Little is known publicly about the other truck stop slayings to which authorities say Legg is linked. Authorities have said three of the four were in Ohio in the 1990s and the fourth was in Illinois.

Legg was originally a suspect in the 1997 rape in Medina County, but no charges were filed because of detectives’ concerns at the time about the victim’s credibility, Medina County Prosecutor Forrest Thompson told The Associated Press on Thursday. Thompson took office in January 2017. Authorities say Legg had given a ride to the teen, who was hitchhiking home to Lexington, Ohio, after visiting her boyfriend in Cleveland.

Thompson said investigators got a break in the rape case in December while technicians with the Ohio Bureau of Criminal Investigation were looking for matches to DNA from the truck stop slayings. Because there was no exact match in the bureau’s database, technicians used updated technology to search for a male family member whose DNA profile was similar to the unknown suspect’s. A match was made and an investigation pointed to Legg as a suspect not only for the truck stop slayings, but the 1997 sexual assault as well.

Thompson subsequently reopened the rape case, focusing on Legg.

“We decided there were questions unanswered in the original investigation,” Thompson said. “I thought the decision not to prosecute was premature.”

Thompson said he and a Medina County sheriff’s detective flew to Arizona in mid-January, where they obtained a DNA sample from Legg, who was living in a group home in Chandler. The new sample confirmed Legg’s link to the rape and homicides, Thompson said.

Legg had minor brushes with the law over the years, Thompson said, but nothing that would have required him to provide a DNA sample until it was obtained in January.

Thompson said he expects the publicity surrounding Legg’s case will attract attention from other law enforcement agencies with similar unsolved slayings.

“We should not be surprised if there are other victims,” he said. “The people who do these crimes don’t quit on their own without some kind of interruption.”

Not that I'm aware of. He'll be 50 this year (2019) and one of the articles I read said he has been a truck driver for over 30 years (presumably 1986-88). He could reasonably be linked to most (but not all) of the cases mentioned in the UM segment.

It's doubtful he was responsible for all of them, given his age. But DNA ties him to 4 victims including one from 1992 and a rape 1997. The other 3 murder victims have not yet been named that I can find.
