What was this strange show about? I think I have an idea by looking at the above cast shot, but I dont know for sure.

Back in the day this show was great. The guy in the middle (mustache) was the sherrif and he was grumpy and had an ex-wife, etc. It was a different role than he played on Little House on the Prairie or that Angel tv show with Michael Landon. The guy on the bottom left was Carter and i guess he was the main character. The chubby guy at the top was the mayor I think and he would argue with the sherrif. One tag line I remember was "Handle it Roy, handle it, handle it, handle it." I have not seen it in many years. Its funny to see it listed here.

Looks like a dumb ass show to me...what was it about?

It was a comedy about a small city and police station. If you dont even know what the show was about dont call it "dumb ass".

I believe the show was called "Carter Country" because it was placed in a small Southern town in Georgia. Reference to Pres. Jimmy Carter.
