Did Rob Reiner and Sally Struthers leave the show to do other projects or was it because the ratings were declining?

They left to persue other projects. Rob wanted to start directing, and Sally wanted to find other acting roles. They did consider bringing Sally back as a divorcee, but they went with giving her her own show instead. Remember the spin off Gloria? She was a veterenarian's assistant.
