He was certainly more lenient than Roscoe or Boss Hogg, and was a bit easy on them Duke boys!

Enos may have been a bit soft for a lawman but that was part of his charm. I also think the character was written that way on purpose to create a contrast between he and Rosco and to make his relationship with Daisy more believable.

I think the best example of both Enos' soft heart and tough side is the S6 episode, "Enos's Last Chance". That's when a syndicate mobster that Enos helped put away in LA escapes from jail, and realizes what Enos' Achilles heel is - Daisy. It's one of my favorite episodes of the whole run, and a treat for Daisy/Enos fans.
