did max wright play the part of phebe's father in the episode where her grandmother died?

Max Wright ( aka "Willie Tanner from "ALF") played a "managment figure" at Central Perk on one episode. Phoebes father was played by ( I dont know his name) a short guy w/ long blonde hair and glassess, "Frank Buffett"

According to http://www.epguides.com/friends Frank Sr. was played by Bob Balaban in Episode 110 "The One With Joey's Bag."
