Wasn't there an episode in which Barney tells off Inspector Luger, somewhere near the end of the season? Does anyone one know which show it was?

This was an episode where the detectives worked in uniform for a day. Luger requests to be assigned to the 12th and is sent on beat patrol with Harris. Harris informs Barney that Luger had slapped a mugger and made him dig through trash for a stolen purse. This is a violation of the suspects civil rights and violates proper police procedure. Barney let's him have it.
