I have some of the vhs tapes.
Between them there are only these episodes:

Pilot
Pilot pt 2
Hold Up
Fish Story
Who is Gordon Sims?
The Doctor's Daughter
Filthy Pictures, Pt1
Filthy Pictures, Pt 2
Bah Humbug
A Date With Jennifer

All the music is replaced.

One tape called 'WKRP Classics' has original music.

It only has 3 episodes Pilot pt 1, Fish Story and Turkeys Away. 'Pilot' though has a cut at the ending. It's the only place you will find "Turkeys Away" on a commercial release though.

If they released the DVD with all replaced music - and cut scenes where you can't just replace it due to the situation - I think they fear that no one will buy it or there will be a huge backlash to just release it the right way.

Which they can bypass by continuing to try to find a way to release it with the original music. Which sadly may never happen.

oh ok, I didn't realize the music on the tapes were cut. That makes a lot more sense now

Not necessarily cut, usually replaced with generic music.

It's a buzzkill and almost insulting.

They have replaced- on tape and tv- actual dialogue of Johnny saying the name of songs using a voice impersonator. That really sucks.

Thinking about the time when a DVD release of WKRP in Cincinnati appeared all but impossible due to music-licensing issues:

Cold Case, a police procedural drama which originally aired on CBS (the same network that aired WKRP in Cincinnati) from 2003 to 2010, is currently not available on DVD.

Cold Case, which was set in Philadelphia, Pennsylvania, dealt with unsolved crimes from the past, or crimes that are no longer being actively investigated by the police department – called "cold cases". The crimes depicted on CC were spread out over much of the previous century, with some as recent as a year or two before the episode's setting/airing, and others dating as far back as the 1910s. Almost each episode of CC makes extensive use of era-appropriate music for flashbacks to the year in question, though the series had a few original songs throughout its seven-year run. A reason that CC is not available on DVD is that securing the rights for the series' extensive use of extensive use of period music would prove to be problematic. I believe that this problem would be similar to WKRP's (WKRP extensively used licensed/copyrighted music throughout its run).
