The short of it is that Lawrence Welk hosted a musical variety show from the 1950s until the early 1980s.

I think the basic use for the reference was that he would have been very boring to Jennifer and Alex being 80s kids and it was almost like a punishment for Jen to have to watch it with Mrs. Obeck.
