Well, this site (http://www.epguides.com/FactsofLife/guide.shtml) says this:

So an episode about Blair going home is entitled "New York, New York", which would be rather strange if she was actually from Connecticut.

And let's remember that this is fiction, not a documentary. Since Blair doesn't actually exist, "proof" of her origin also doesn't exist. It's not like we can produce a birth certificate or driver's license.
