I know they use Paint Shop Pro 7.....

I know how to make them, I'd suggest buying PSP 7... uh it comes with Animation Shop 3. I know how to make blinkies, if you want one sometime maybe you can send me an IM at tootiefan4life on aim and send me a pic to make a blinkie with or just a plain blinkie request.

Example of my wonderful blinkies:
