PayPal is supposed to be the safest and easiest way to pay online. That is
crap. Just try getting a refund! I bought an item on eBay, and paid with
PayPal, on Sept. 16th. I was later informed, by the seller, that the item was
out of stock and was told that I would receive a refund. The refund does
not appear on my last bank statement, nor on the printout that I requested
from the bank on Oct. 26th. When I contacted the seller, his response was:
"This transaction was refunded on 9/30/2009 via PayPal.
Please contact PayPal directly if you are unable to locate the refund."
When I contacted PayPal, they sent me back this reply (dated Sept. 30th):
"You received a full or partial refund of $26.30 USD from WebServices."
Really? Well, where the heck is it?? I have tried to contact PayPal again,
via both email and by telephone, and it is impossible to speak to a person.
All you get are automated messages, which are no help whatsoever. I don't
know what to do--I guess I'm just out $26.30.
