I see this Target ad for a Blu-Ray player that says it plays SD DVDs in HD. Does that just mean commercially released DVDs or would it help DVDs I've made look better on my HDTV? Just curious if anyone has any experience with this.

upconverting dvd players will definitely make your standard dvd's look better on bigger tv's, but it won't give you the same quality as a Blu-ray disk because there is more information on the Blu-ray disk.
