With Lex, Lana and Lionel all nattily opting out of the next – the eighth! - season of “Smallville”, the producers really needed to find a couple of new – or familiar – faces to fill the void. According to E!, the barrenness has indeed now been filled – and by The Green Arrow!
Justin Hartley’s Emerald Avenger Oliver Queen, a guest-star in several episodes over the last couple of years, will be a series regular next season says the site.

I'm also told that Kristen Kreuk (Lana) will most definitely be back for a batch of episodes—most likely six or seven—but they're still working out the exact number.
As for the two new characters—Tess (female villain) and Doomsday (aka Davis Bloome)—they are yet to be cast’’.
