To be Archie Bunker's Place he would have had to buy it but Kelsey could have just sold it and been a regular in the bar. Kind of like Sam on Cheers selling his bar. I don't get why they killed Kelsey off.

...Archie buys "Kelsey's Bar" from Tommy Kelsey occured at the beginning of the 1977-'78 season of "ALL IN THE FAMILY". Kelsey had suffered a heart attack, and was looking for someone to take over his establishment. Archie mortgaged everything he had to buy the joint, and that's how he became a saloonkeeper.
When Norman Lear decided to end "ALL IN THE FAMILY" at the conclusion of the 1978-'79 season, CBS and Carroll O'Connor insisted on continuing the series in some form or another. O'Connor got "permission" from Lear to proceed with a "spinoff" [co-produced by Carroll and his pal Terry Becker under the 'Carnan-Becker' partnership] that now centered on the bar, "ARCHIE BUNKER'S PLACE". And the rest is history.....
