My favorite silly sitcom themes are FOL and Laverne and Shirley.

I forgot to say, I think M*A*S*H has a really good theme. I love that "Suicide is Painless" song, and I think it was the perfect song to fit the mood of the show.

As far as beeboppy fun goes, I think "Mad About You" had a great one. The original version -- not the goofy late in the series interpretation by some female singer.
I even bought one of those TV Theme CDs to get a good recording of it. I think it lasts all of 45 seconds. *grin*
