If one of you was a police officer, how would you have a subject position his/her hands for
handcuffing?

Webwarrior, this is a dumb question! What's up with you and these obsession with the cops? You should be a police officer.
My Father was a Police Officer and he always felt that cuffing a person with thier hands behind them was the best way.
As Sarah pointed out, a suspect could still use his hands/arms if they were cuffed in front of his body.

and if you handcuff them behind the head or neck it would get in the way when you beat them with your night-stick OR they might be able to try and protect their head and face

Since my Father was a highly decorated member of the law enforcement community, who served 27 years with a flawless record, I'm sure you're not assuming that all Police Officers behave in such a brutish and irrisponsible manner.

With a rope. If the crime is really heinous, the rope should go around their neck only. Quickly find a tall lamppost to string up the other end of said rope to top of post. Make sure suspect is pushed off post.

I'm a police officer and I always cuff behind the person's back simply because it's safer. Officers who don't have a divider between the front and back seats of their cruiser always do it that way, however I have a divider and still cuff behind the back. Several officers to have dividers cuff in front but I just don't think it's safe. And not all incidents warrant the "face down on the ground" approach.
